Councils may lose out on growth after 100% rates retention

Councils on the cusp of redistribution thresholds after 100% business rates retention could be discouraged from chasing economic growth, a top economist has warned.

Ministers have committed to ensuring that excess cash raised in dynamic areas, such as central London, will be used to compensate areas that will lose out under the regime, such as parts of northern England.
