Local authorities will be forced to make further budget cuts before Whitehall allows them to opt out of reducing tenants' rents, a housing expert has claimed.

The Government's policy to compel councils to lower social housing rents by 1% a year for four years had left authorities' long-term business plans ‘up in the air', according to John Bibby, the chief executive of the Association of Retained Council Housing.
