Last week George Osborne made an important announcement concerning greater powers for Greater Manchester which seems to have been very well received, particularly in the local government sector. 

The pace of devolution is quickening and all parts of government have been impressed by the ability of civic and business leaders throughout the UK to step up to the challenge of taking responsibility for their conurbations through use of greater powers.
