Let local government be the lead commissioner of health and care

Since the inception of the Better Care Fund (BCF), there have been notable naysayers at the most senior levels in the NHS about its lack of success. The ‘Five Year Forward View’ focused on reform of providers and was, at best, lukewarm about the success of the BCF.

The National Audit Office produced a damning report on the failure of the fund and many have said that, under it, performance in delayed transfers of care has worsened.
