Think-tank highlights homes targets failure

Developers are failing to build enough homes despite councils granting permission at a rate sufficient to meet the Government’s target of 1m units by 2020, a think-tank has found.

Research by Civitas suggested councils were not the main barrier to housebuilding as the number of homes approved for development far outstrips the number of starts.
