Proposed reforms to support for children with special educational needs and disabilities (SEND) will fail to address the ‘financial black hole’ looming over the sector, it has been claimed.
The Association of Directors of Children’s Services’ (ADCS) annual conference heard this afternoon that the SEND Green Paper will not address the financial issues within the system.
