A scathing auditor’s report reveals a council with the best intentions that came crashing down when it came to the execution. Set up to tackle fuel poverty at a time when local authorities were being encouraged down the route of commercialisation and self-sufficiency, Robin Hood Energy had the potential to solve two problems at once.
