Anger at U-turn over control of social care cash

Council chiefs have pushed back at ministers’ last-minute decision to exert control over how the £2bn cash boost for social care should be spent.

Tensions ratcheted after last week’s publication of Better Care Planning Requirements, which stipulated a greater focus on delayed transfers of care (DToC), with rigid targets and the threat of punitive cutbacks to areas deemed ‘poorly performing’.
