Back to school: Give councils the powers they need

It’s that time of year again when hundreds of thousands of children across the country start at school or make the move to a brand new one.

And while the first day at school is a nerve-racking experience for both children and their parents, spare a thought for those local council school place planners who have had a similarly anxious time in the lead up to the new term.
