Faced with the challenge of driving culture change across the organisation, especially when dealing with young adults moving into employment, Suffolk CC resisted the temptation to put another ‘fix’ in place, and is taking a longer-term, strategic approach.

It has developed an internal ‘Moving into Adulthood’ team with the skills to tackle complex change in social systems, and is starting to see results.
