There has been a ‘universal breakdown in trust’ in public services, the incoming president of the Chartered Institute of Public Finance and Accountancy (CIPFA), Sarah Howard, has claimed.
In her opening speech to the CIPFA annual conference in Birmingham, Ms Howard said public confidence had been knocked by the financial collapse of Northamptonshire CC, the demise of outsourcing firm Carillion and Brexit.
