Children's services 'absent from devolution debates'

Overlooking children’s services in devolution discussions is a missed opportunity that is costing local authorities billions of pounds a year, a senior director has warned.

Calling for devolution to sit alongside a 30-year strategy for tomorrow’s parents, chair of the Association of Director’s Children’s Services’ resources and sustainability committee, Ian Thomas, claimed early intervention had been ‘absent’ from national debates about public service reform.
