Council takes strong action against resident harassment

A council chief executive has issued a strong warning to residents who attempt to harass staff and members.

Hertsmere BC said resident Thomas Raphael Cullen had engaged in a ‘campaign of harassment’ since 2015 after his complaint about a tree preservation order was rejected by the council.
