Virgin Media has backtracked on a proposed deal that would have led to it withdrawing its attempts to artificially restructure its business rates billing arrangements, The MJ understands.
The telecommunications giant had offered to withdraw its application to merge its appeals against the value of its ratings in around 70 council areas in return for a promise to expand its network.
