Councils need to take a considered approach towards the vulnerable

The financial challenges facing local authorities are well-documented, with the Local Government Association (LGA) predicting that English councils will face a £5.8 billion funding gap by 2019-20.

In such circumstances, every penny of revenue counts and it is to be expected that the efficient collection of councils’ main source of locally-raised income – Council Tax – is a priority.
