The 150 councils where auditors were unable to issue an opinion by the end of September are expected to escape being named and shamed.
Last year Public Sector Audit Appointments (PSAA) produced a report identifying authorities where an opinion had not been given by September 30 and the reasons for that position – a responsibility previously carried out by the Audit Commission.
