Devolution and the death of the district

David Miliband, when secretary of state, is reputed to have said district councils were too small to be strategic and too large to be local.

Over 40 years on from the implementation of the 1972 local government act which created districts (and, to avoid undue complication, this article is about English local government outside London) it is perhaps time to revisit the state of two-tiers of principal authorities.
