Devolution at a snail's pace

Within the Brexit outcome, there was a significant protest vote from those who felt forgotten by national government. Westminster and Whitehall were being remote, irrelevant and out of touch with their lives; where wealth creation was not ‘filtering down’ and government disconnected from the concerns of its communities. 

The significance of the prime minister’s ‘One Nation’ speech on the steps of No 10 promised change for ‘ordinary people’.
