Communities secretary Sajid Javid has given ‘positive messages’ to councils on lifting the housing revenue account (HRA) cap on a case-by-case basis, The MJ understands.
Council sources revealed various bespoke deals were currently being finalised, with progress being made with Leeds and the West Midlands, where housing forms a part of the talks the combined authority is having with the Government on a further devolution deal.
