‘Increase autonomy, and reduce hierarcy’

Creating workforce strategies to increase autonomy and reduce hierarchy should be an ‘absolute priority’ for councils, a new report has said.

The report by think-tank NLGN highlighted the need for senior officers to recognise workforce practice as the biggest influence on service delivery.
