Lamb calls for Norfolk unitary

An influential former minister has called for a unitary council covering Norfolk.

Norman Lamb, a Lib Dem who served in the former Coalition government, has urged Norfolk to follow the unitary model and strike a devolution deal with ministers on the back of the change.
