‘We are’, the Slovenian prime minister said the other day, ‘too small to control our borders’.

A country is too small a unit to cope. Confronting seemingly unstoppable flows of refugees criss-crossing the Balkans, he appealed to the European Union to send police units to help regulate the massive numbers determined to move into, then out of the national territory.
