Only full fiscal devolution with comprehensive tax-raising powers at a local level will deliver the change communities crave, a report by the NLGN think-tank has urged.
The think-tank’s latest paper, released to mark its annual conference today, argued that the relationship between Government and citizens was broken, with current devolution arrangements simply transferring delivery of services from one bureaucracy to another – rather than to communities.
