Torbay Council has been criticised for being ‘too slow’ in turning around its inadequate children’s services.
After its third monitoring visit since the council was judged inadequate for the second time in June 2018 - when ‘serious and widespread child protection concerns’ were expressed - Ofsted concluded that the local authority was 'taking too long to address critical weaknesses’.
