Osborne’s mayoral bombshell divides English big city leaders

Chancellor George Osborne’s controversial offer to restrict radical devolution deals solely to areas which agree to directly-elected mayors has provoked uproar among England’s big city leaders.

The chancellor’s mayoral clause, as part of proposed legislation announced last week in Manchester, has divided the leaders of England’s largest councils.
