Overspending forces Manchester to dip into reserves

Manchester City Council has been forced to dip into its reserves after overspending on its 2017/18 budget.

Officers have blamed the situation on competition in finding accommodation for looked-after children and hiring of extra care workers after safeguarding issues were raised by a care watchdog.
