Prime minister Theresa May has delivered a rallying call for Conservative councillors claiming the party can win any seat.
Ms May told Tory councillors the party was ‘unashamedly at the service of ordinary, working people’ – and signalled intent to go on the offensive for new English county council, Welsh and Scottish seats.
