Failing to do more devolution is Lord Porter’s biggest regret in his career as Local Government Association (LGA) chairman so far, he told the County Councils' Network (CCN) conference today.
Speaking to the event in Guildford, he said he wanted to secure proper devolution but had achieved only a 'couple of steps forward’.
