The County Councils’ Network (CCN) has warned the Government’s approach to the business rates retention pilots risks fuelling fears of a ‘two-speed and unfair approach’.
CCN is frustrated that London has secured a ‘no detriment’ guarantee that will ensure participating councils cannot be worse off than they would have been without the pilot. The offer to other councils interested in taking part in a pilot fails to include such a guarantee.
