A Council of the North should be created to develop and implement an industrial strategy for the region, a new report has suggested.
The Institute for Public Policy Research's (IPPR) call comes just days after Prime Minister Boris Johnson laid out plans to 'level up' deprived towns and cities in the North with other thriving centres like London and Manchester.
