Financially troubled Surrey CC has outlined plans to raise council tax by the maximum 2.99%.
The council is aiming to cut £250m from its budget by 2021 and has put forward a transformational budget which includes cutting recycling facilities, libraries, children’s centres and scaling back concessionary fares for disabled people.
