Surrey has 'improved' since Parsons Green bomb

Surrey CC has insisted it has made improvements since the Parsons Green bomber partially exploded a device on a tube train, injuring 51 people.

A letter from Home Office permanent secretary, Sir Philip Rutnam, said there was an apparent lack of a formal, documented plan to manage and mitigate teenage Iraqi asylum seeker Ahmed Hassan’s [AH] vulnerabilities and associated risks.
