The news that Sir Howard Bernstein is to step down as chief executive of Manchester City Council can hardly be described as a shock. After 45 years at the council it was an inevitability but still a surprise.
As tributes poured in, there is no doubt Sir Howard’s commitment to his place has been remarkable and – from the Northern Powerhouse to devo Manc – he has re-written the story of local government.
