Top-down plan shot down

Town halls and experts have kicked back at sweeping proposals urging ministers to impose new devolution structures on places that fail to agree them locally.

A report by think-tank Localis, with a foreword by business secretary Greg Clark, yesterday demanded radical action to drive through the Government’s industrial strategy and detailed a blueprint for the ‘biggest single domestic transfer of power since the establishment of the Scottish Parliament’.
