Torbay improvement of poor children's services 'too slow'

A council’s ‘entrenched culture’ has been blamed for a failure to improve its inadequate-rated children’s services.

An Ofsted inspector said Torbay children’s services’ progress ‘remains too slow’ and it had in fact declined further in a letter due to be presented to the authority’s joint commissioning team later today (Monday 4 June).
