The welcome news that the West Midlands Agreement, following months of negotiation between seven local authorities, has now been signed gives us the opportunity to develop the West Midlands engine as a great centre of economic investment and activity with a powerful elected mayor representing our area.
But it also brings into sharp relief the necessity for fundamental change in the way that Birmingham is governed.
