A ban on reducing teacher numbers in Scotland will only lead to service cuts elsewhere, a think-tank has said.
The Institute for Fiscal Studies (IFS) found that annual council tax increases of 5% in each of the next two years would still leave Scottish councils with real-terms funding cuts.
