In praise of a useful financial firebreak

I increasingly feel local authorities have become victims of their own success. They should remain proud of their achievements despite the difficulties they have faced over the last decade. Punishing levels of fiscal austerity have impacted local government more than other parts of the public sector, with budgets slashed and services cut back.

Distress signals from local councils are ever increasing. And this should not come as a surprise.
