Scots make bumpy start – but will England follow the plan?

Now the Labour Party has confirmed it is seriously considering the policy, with shadow social care minister Andrew Gwynne telling the recent National Children and Adult Services Conference (NCASC) that the NCS ‘offer’ would be decided at a ‘local level’.

But across the border in Scotland, where the Holyrood Government has launched legislation for a NCS, it has been a very bumpy initial ride.
