Central Government wastes more money than local government because of the bidding culture, Greater Manchester mayor Andy Burnham has claimed.
In a debate hosted by the Institute for Government think-tank, the mayor said: ‘We’ve got to break the bidding culture without which devolution can’t move onto the next phase.
