The countdown is on before some councils face financial collapse due to a change to children’s services accounting rules, a senior finance expert has claimed.
Speaking to the County Councils’ Network conference, Society of County Treasurers’ president Lorna Baxter warned the increased funding cost of special educational needs and disabilities is currently funded through the high needs funding block of the dedicated schools grant.
