A code to guarantee the soundness of the sector's plans as commercial activity gathers momentum has now become necessary, a new report has suggested.

The report has been published by the Commissioning Joint Committee (CJC), an independent body, with input from the Local Government Association (LGA), the Association for Public Service Excellence (APSE), Southwark LBC and Chartered Institute of Public Finance and Accountancy.
