A disrespectful and bullying culture at Middlesbrough Council has left officers unable to challenge councillors, according to the troubled authority’s chief executive.
Tony Parkinson’s comments come after external auditors Ernst & Young (EY) recently slammed the ‘deep-rooted cultural and relationship issues’ at the council and gave it six months to address the problems.
