County councils have called for a suspension of Section 114 and a relaxation of the rules so authorities can borrow to fund revenue spending.
The call comes with many councils raising concerns about the huge challenges facing their finances as a result of the coronavirus pandemic, including increased costs, income loss and cash flow issues. Additional financial pressures placed on local government due to the crisis now risk pushing many councils to the brink of collapse.
