Croydon LBC is expected to be forced to take a £69m hit to its capital programme after a housing development failed to materialise.
The council had agreed to loan cash to its property development firm Brick by Brick to build on the College Green site, with profit from the scheme being used to fund the refurbishment of the neighbouring Fairfield Halls arts centre.
