Devolution call in business leaders' blueprint

Top business leaders have issued a blueprint for recovery that includes more devolved powers for metro mayors, unitaries and counties, and rebranded local enterprise partnerships (LEPs).

The report by the COVID recovery commission of 10 business leaders, including chairs and chief executives representing AstraZeneca, Heathrow, Vodafone, Shell and Tesco, said each area should have one strong local decision-making institution - either mayoral combined authorities or unitaries and counties with financial powers funded by multi-year settlements.
