EXCLUSIVE: Fresh demand for place-based budgets

A fresh demand for place-based budgets has been made by the co-chair of an independent panel that first made the call five years ago.

The report by the Service Transformation Challenge Panel, which recommended the introduction of place-based budgeting in its November 2014 report, was welcomed by ministers at the time.
