EXCLUSIVE: Industrial action risk as employers mull sticking with 2% pay offer

Council employers are keeping open the option of doubling down on their 2% pay offer to the unions, raising the risk of protracted industrial action.

Unison, GMB and Unite have called for a 10% pay increase so all council staff would earn at least £10 an hour.
