Government ‘must fully compensate councils’ before levelling up

The Government must fully compensate councils for lost income and extra costs due to coronavirus before it can return to the levelling up agenda, says the Centre for Progressive Policy (CPP)

More than four in five upper tier councils in England do not have sufficient funds to cover the COVID-19 crisis, according to the working paper from the CPP think tank.
