Government should create unitary system, think-tank urges

The Government should create a unitary system of local government based on functional economic areas, a think-tank has argued.

Speaking at an event last week, policy officer at Centre for Cities, Simon Jeffrey, said unitaries should be created, each with a minimum population of 300,000.
